ELKADER, IOWA, USA - Algerian President Abdelaziz Bouteflika has sent a gift from the country of Algeria for $150,000 to aid the people of Elkader in their recovery efforts after the devastating floods that struck the community in mid-June, announced Elkader Sister Cities President Kathy Garms. President Bouteflika said, "We grieve with all the families of Elkader who have suddenly become homeless or have lost their livelihoods and express our deep sympathy as well as our admiration for the way that it is facing adversity with the pioneer spirit of dedicated volunteers and of community solidarity." President Bouteflika continued, "The people of Algeria stand with you today and likewise express solidarity and support to the town and people of Elkader."
The northeast Iowa community was preparing for an international celebration in July to commemorate their association with the Country of Algeria and their Sister City of Mascara with a "Celebration of Community Spirit and Algerian Sister Cities Friendship" when a disaster of epic proportion struck the heartland of America. On June 9, 2008, the plans were set aside as the community fought for the life of their small city as a record setting flood reached 31.9 feet, almost 20 feet over flood stage, and engulfed the southern half of the community.
In the true spirit of friendship, Algerian President Abdelaziz Bouteflika sent a message of support as well as financial assistance to the small community of 1500. This is the first time Elkader has received a message directly from a Head of State. The funds, administered through the Clayton County Disaster Relief Committee, are to be used exclusively by the citizens of Elkader to rebuild their community.
"The good faith efforts in sustaining cultural and educational communications and exchanges with our Sister City Mascara have been substantial and have created solid bridges of peace between the two communities and also between the United States and Algerian governments," according to Kathy Garms, President of the Elkader Sister Cities Friendship Club. Kathy and her husband Keith were recent guests of the Algerian government as a result of the Sister Cities relationship. Kathy was invited to be a presenter at the prestigious Council of Nation (Algerian Senate)/Emir Abdelkader Human Rights Seminar in Algiers. Emir Abdelkader was the chivalrous leader of Algeria (1832-1847) whose love of freedom and tolerance of different peoples inspired the Founding Fathers of Elkader to give his name to their community. While in Algeria, the Garms' visited Elkader's Sister City Mascara where they re-established the lines of communication with Elkader's Algerian friends across the globe.
Elkader's "Celebration of Community Spirit and Algerian Sister Cities Friendship" will be held as scheduled on July 5, 2008 with the honored guest Ambassador Amine Kherbi of the People's Democratic Republic of Algeria to the United States. Ambassador Kherbi will participate in the program at the Elkader Opera House followed by the Ambassador's Reception and Recognition Dinner at Schera's Restaurant. The public is invited.
At the July 5th Celebration, the Honorable Mayor Bob Garms will present to Ambassador Kherbi a letter from the people of Elkader to His Excellency Abdelaziz Bouteflika expressing gratitude for the personal sympathy and encouragement he wrote to them and for his generous donation.
"The humanitarian efforts of the government of Algeria without any doubt are genuine and sincere," Randy Frank, Clayton County Disaster Relief Committee Administrator said. "They have expressed their concern and support in many ways."

Elkader, IA -- FEMA, the Federal Emergency Management Agency, will be closing its Disaster Recovery Center this Friday June 27, 2008 at Noon for individuals and businesses that have experienced damage to their property during the recent storms and flood. The Center is located at the Johnson's Hall in Elkader (916 High Street NE, Elkader, Iowa) and will be open from 8:00 A.M. to 7:00 P.M. daily and from 8 A.M. until noon on Friday. After Friday at Noon you can still register either online or by phone. Deadline for registration will be August 15, 2008.
It is important for individuals to visit the center as soon as possible so that FEMA can move to other disaster sites in the State to help others. For more information call 245-2098.
There are two easy ways to begin the application process. Applicants may call FEMA's toll-free number, 1-800-621-FEMA (3362) or TTY 1-800-462-7585 for those with speech or hearing impairment, 24 hours, seven days a week until further notice. Multilingual operators are available to answer calls. Residents with Internet access can also register anytime at www.fema.gov and get valuable recovery information.

Iowa Counties Eligible for Federal Assistance Grows to 55 and includes Clayton County.
The Iowa Homeland Security and Emergency Management Division (HSEMD) and the Federal Emergency Management Agency (FEMA) have announced that Clayton County is eligible for federal Individual Assistance, as well as federal Public Assistance to repair public infrastructure. As a result, Joint federal and state disaster assessments are on-going throughout the County.
Homeowners, renters and business owners affected by the severe storms and/or flooding that began May 25 are now eligible to register with FEMA by calling 1-800-621-FEMA(3362), or TTY 1-800-462-7585 for those with hearing or speech impairment, or online at www.fema.gov. These toll-free numbers are now operating 24 hours, seven days a week.
In addition, local governments and certain non-profit organizations in the County are now eligible to apply for federal Public Assistance funds to pay 75 percent of the approved cost of debris removal, emergency services relate to the disaster, and repairing or replacing damaged public facilities such as roads, buildings and utilities. A series of applicant briefings to explain the public assistance application process will be held for local officials at a date and time yet to be determined.
SBA is the federal government's primary source of financial assistance (i.e., low interest loans) for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private non-profit organizations fund repairs or rebuilding efforts, and cover the cost of replacing lost or disaster-damaged personal property. These disaster loans cover uninsured and uncompensated losses and do not duplicate benefits of other agencies or organizations. The U.S. Small Business Administration (SBA) can make federally subsidized loans to repair or replace homes, personal property or businesses that sustained damages not covered by insurance. Clayton County agricultural damage should be reported to the FSA (Farm Service Agency) office in Elkader at 563-245-1713, or stop by the FSA Office at 500 Gunder Road in Elkader.

When you are allowed to return to your home:
• To turn gas back on: Make sure appliances are cleaned of mud. Aquila will inspect them before restoring service and if they do not appear to be clean you will need to get them cleaned/repaired by a repairman. Call 800-303-0752 and tell them your gas was turned off due to the flood. They should not charge you a re-connect fee. If they do, call City Hall and we will get it corrected.
• To turn electric service back on: Call Alliant Energy at 800-255-4268.
Garbage
• Dumpsters are available for burnable trash. When the dumpsters are full, stack trash in one area. Separate burnable items from metal. Appliances and large furniture will be removed last. For further information, call Elkader City Hall at 245-2098
• You can put stuff out on the sidewalk/street. Anything put out on the sidewalk/street will be considered garbage and removed.
